Consumer-Related DC Municipal Regulations

Title 16: Consumers, Commercial Practices and Civil Infractions of the District of Columbia Municipal Regulations (DCMR) detail consumer protections in DC law. The DCMR is the official compilation of the permanent rules, statements, and legal documents circulated by DC government executive agencies and departments, the Council of the District of Columbia, and independent entities. Title 16 chapters are listed below.**

Chapter 1: Consumer Retail Credit* Incorporates sections of the Federal Truth in Lending Law, covers retail installment contracts, receipts, repossession
Chapter 2: Lending Money* Licensing of those who lend money, repossession
Chapter 3: Buying, Selling and Financing Motor Vehicles* Licensing for dealers, salespersons, repossessors and sales finance companies;  requirements of contracts; repossession
Chapter 4: Towing Service for Motor Vehicles* Licensing, payment for services, prohibited acts
Chapter 5: Closing-Out and Fire Sales* Licensing, limitations on sales, advertisements
Chapter 6: Repair of Consumer Goods* Licensing, requirements for repair of motor vehicles and electronics equipment, requirements for written estimates, return of replaced parts, storage fees
Chapter 7: Moving Household Goods*  Registration of contractors, contracts, estimates
Chapter 8: Home Improvements* Licensing and bonding, contracts, identification cards
Chapter 9: Pawnbrokers* Licensing; pawn tickets; lost, destroyed or stolen pawn tickets; interest rates; sale of pledges at auction
