Supervisory Attorney Positions

Attorney General and Agency Counsel

 
 
The Child Support Services Division (CSSD) of the Office of the Attorney General for the District of Columbia is seeking candidates for the position of Assistant Chief of the Legal Services Section.  CSSD administers the District's child support services program that includes locating non-custodial parents, establishing legal paternity, establishing support orders, enforcing legal support obligations including medical support, and modifying support orders.
 
The Legal Services Section represents the District and custodial parents in all aspects of Child Support litigation, from initial entry of a support order to modification of the order to civil and criminal contempt enforcement.  The Legal Services Section consists of a Section Chief, Assistant Section Chief, 13 trial attorneys, 7 paralegals and 14 support staff.  The attorneys are typically in court 3-4 days a week, negotiating consent orders with the parents or conducting contested hearings.  The legal work is high volume and fast paced. 
 
The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar.  In addition, the candidate must have a working knowledge of the operations of the District government; outstanding interpersonal skills; and excellent oral, written, and litigation skills.  Prior supervisory experience and experience in child support preferred, but not necessary.

The Civil Litigation Division of the Office of the Attorney General for the District of Columbia is seeking a Chief for Equity Section I (“EQI”).  EQI defends the District of Columbia and its officials and employees in complex civil litigation seeking injunctive and other relief that impacts substantially on executive level agencies.  This includes class action and other systemic challenges to the services, practices, conditions and/or care provided by District agencies and departments, and/or challenges to their component operations; civil actions seeking to enjoin enforcement of or otherwise challenge any District laws; and civil actions concerning a variety of regulatory actions taken by District agencies.  These cases vary from individual to class action complaints and from singular to system-wide challenges.  EQI also advises a number of District agencies on matters related to pending litigation and/or matters in which orders awarding permanent injunctive relief have been entered.           

 The EQI Chief’s duties include, but are not limited to:

  • Supervising 11 Assistant Attorneys General (“AAG”) in all aspects of civil litigation in the United States District Court for the District of Columbia and the Superior Court of the District of Columbia; 
  • Ensuring proper case assignment and case transfers to and coverage by AAGs to meet court, mediation, and other schedules or deadlines; 
  • Reviewing and approving pleadings, motions, memoranda, discovery, and correspondence; 
  • Evaluating cases for settlement purposes and authorizing or recommending settlement amounts; 
  • Monitoring compliance of AAGs and staff with the Attorney General’s Performance Contract requirements, including response to contacts within 24 hours and successful litigation outcome rates. 
  • Reviewing litigation outcomes and make timely recommendation where appellate review is needed; 
  • Attending management meetings with the Deputy and Office of the Attorney General as requested, as well as attend such management and other specific meetings with District agencies, their units, or personnel as necessary or requested; 
  • Assisting in interviewing, reviewing, evaluating, and, where necessary, disciplining AAGs, in accord with DC Rule of Professional Conduct and OAG standards and policies. 
  • Maintaining requisite legal, management, inter-agency, human relations, and management-labor knowledge and skills; and 
  • Collecting, maintaining, and disseminating timely, accurate and up-to-date data on the Section’s activities. 
 The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar.  If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment.  The candidate must also have considerable prior experience handling complex civil litigation, including class action, constitutional, and § 1983 litigation, particularly cases that seek a broad range of injunctive relief, as well as prior managerial experience, and excellent writing skills.

 This position is outside the Collective Bargaining Unit.  Candidates for the position may be subject to a background check. 

 
The Office of the Attorney General for the District of Columbia is seeking candidates for the position of General Counsel at the District of Columbia Department of Consumer and Regulatory Affairs (DCRA).  DCRA is the District of Columbia's regulatory agency.  Through its licensing, inspection, compliance, and enforcement programs, DCRA regulates business activities, land and building use, construction safety, historic preservation, rental housing and real estate, and occupational and professional conduct within the District.  DCRA takes legal action against businesses and individuals who violate District laws, and works to prevent the occurrence of illegal, deceptive, and unfair trade practices through education and public awareness programs.
 
The Office of the General Counsel (OGC) for DCRA provides legal support for the agency's three operating administrations and several administrative support offices within DCRA.  In addition, OGC provides legal support to numerous occupational and regulatory boards and litigation support to OAG's litigating units in cases involving DCRA.
 
The General Counsel is responsible for overseeing the legal matters affecting the agency and its programs and managing the attorneys and staff within the OGC.  The duties of the General Counsel also include:  (1) drafting legislation, regulations and Council testimony, and District government agency reports to the Mayor, (2) negotiating and drafting memoranda of understanding with other District agencies, (3) participating in meetings with Council members and staff and officials in the Executive Office of the Mayor, (4) assisting and advising DCRA’s senior management team on various agency legal issues, and (5) managing the agency’s handling of risk management issues, FOIA requests, and agency performance management issues. 
 
The successful candidate for this position must be barred in the District of Columbia or eligible for waiver into the DC Bar.  The candidate should also have a working knowledge of the operations of the District government; in-depth knowledge of the relevant laws that DCRA is charged to enforce, or experience with similar statutory schemes elsewhere; knowledge of District of Columbia law pertaining to procurement and personnel; and prior management experience.  In addition, the candidate must have excellent interpersonal skills; outstanding oral and written communication skills and litigation skills; and the ability to learn new areas of law quickly.  The selected candidate must be a resident of the District of Columbia, or must move into the District within 6 months of appointment and remain a District resident as long as he/she holds the position.

The Office of the Attorney General for the District of Columbia is seeking a General Counsel for the Department of Small and Local Business Development (DSLBD).  The mission of the DSLBD is to foster economic growth and development of local, small and disadvantaged business enterprises through supportive legislation, business development programs, agency and public/private contract compliance.
 
The General Counsel for the DSLBD will provide critical legal support to the Director and the Department. The substantive areas of responsibility of the GC include providing legal advice on issues ranging from administrative law to procurement or contract law or rules, legislative analysis, monitoring legislative developments and ensuring legal sufficiency, drafting legislation and regulations, and providing agency support in consultation with the Office of the Attorney General (OAG) on certification protests, hearings and reevaluations and compliance enforcement.
 
The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar.  If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof of such prior to the commencement of employment.  The candidate must also have at least five (5) years of prior experience in contract law, an in-depth knowledge of generally applicable contract/procurement statutes and regulations and of the procurement/contracting process, strong legal research and writing skills, and excellent interpersonal skills.  In addition, the candidate must have the skill and ability to gather, develop, evaluate and analyze investigative information from a variety of sources to determine compliance with District government and federal statutes, rules and regulations.  Subject matter experience in the areas economic development and local, small and disadvantaged businesses is highly desirable.
 
The position is an at-will appointment by the Attorney General of the District of Columbia, made in consultation with the Director of DSLBD.  The selected candidate is required to be a resident of the District of Columbia within 6 months of appointment.  This position is outside the Collective Bargaining Unit. Health and Human Services Division, Department of Youth Rehabilitation Services: General Counsel

The Office of the General Counsel for the Department of Youth Rehabilitation Services within the Health, Human Services Division of the Office of the Attorney General for the District of Columbia is seeking candidates for the position of General Counsel.

The mission of DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety.
 
The General Counsel is the primary legal advisor and chief legal/legislative/policy writer for the Department of Youth Rehabilitation Services (DYRS).  The primary duties of DYRS are to plan, program, operate, manage, control, and maintain a juvenile justice system of care, rehabilitative service delivery, and security that meets the treatment needs of youth within the juvenile justice system and that is in accordance with national juvenile justice standards and best practices.  The General Counsel serves in an executive staff capacity, leading legal and legislative affairs for the Department, and serving as liaison with the Office of Labor Relations, the DC Inspector General, other subordinate agencies, and the DC Council.

The major duties of the General Counsel include:

  • Providing advice and guidance to the Director and executive staff regarding all legal matters and services performed within the Department.
  • Developing and leading the execution of legislative strategies to support the Department’s goals, including drafting legislation, rulemaking, and other similar documents based on requests of the Director.
  • Providing legal sufficiency review of all memoranda of understanding, memoranda of agreement, and contracts.
  • Planning, organizing, directing, and controlling the legal work and related administrative activities, including the development and implementation of policies and procedures for the systematic rendering of legal advice and services to the Director, DYRS.
  • Working with OAG to develop and execute litigation strategies to support Department goals.
  • Assisting the Director and senior management in ongoing human resources, employee relations, and labor relation issues. 

The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar.  If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof such application. The successful candidate shall have substantial experience in the labor and employment law area; a working knowledge of the operations of the District government; experience in providing litigation support; experience with drafting and reviewing legislation and rules at the District or Federal government level; experience in managing at the senior level; excellent oral and written communications; and outstanding interpersonal skills.

The position is an at-will appointment in the Senior Executive Attorney Service (SEAS).  Compensation is set by the Attorney General on the LX-2 pay scale using a multitude of factors, including prior managerial experience.  The selected candidate is required to be a resident of the District of Columbia within 180 days of appointment.  This position is outside the Collective Bargaining Unit.  Candidates for the position will also be subject to a background check.
